Sourcing E-Bikes and Electric Scooters from China: Batteries, Motors and the Regulations That Sink Orders
E-bikes and electric scooters are one of the few consumer categories where the regulatory environment has killed more orders than the factories have. The product is straightforward to make. Getting it legally into the US or Europe is not, and the rules change faster than most suppliers track.
I have watched buyers discover at the port that their scooter's top speed and motor wattage put it in a vehicle class that requires type approval they do not have. The container sat there. So let us start with the thing that sinks orders, then work back to the product.
Know the class before you pick the product
In the US, the federal definition of an electric bicycle is a two or three wheeled vehicle with pedals, an electric motor of 750 watts or less, and a top assisted speed of 20mph unless it has speedometer and other equipment for a class 3 up to 28mph. Anything above that is a motor vehicle, not a bike, and the compliance path changes completely. Many EU countries cap e-bike assistance at 250 watts and 25km/h. Scooters are worse: many EU countries restrict them to 250 watts, 20km/h, and specific helmet and insurance rules, and some cities ban them outright.
Before you order a single unit, confirm the exact market you are selling into and the exact class you are targeting. Ask your supplier whether the controller can be firmware-limited to the target market's speed and power, and whether that limit is locked or user-editable. A controller the customer can unlock to 40km/h makes you the manufacturer of an illegal vehicle.
The battery is the product
Battery cells are the single largest cost component and the single largest safety and shipping risk. Ask which cell manufacturer and which cell model the pack uses. The difference between genuine brand-name cells and unbranded equivalents is both price and failure rate. Get the cell datasheet and, on larger orders, a spot check of a few cells.
The battery management system, the BMS, is what keeps the cells balanced and stops a thermal event. Ask for the BMS's overcharge, overdischarge, overcurrent and temperature cutoffs. A cheap BMS is a cheap fire. Do not accept a pack without temperature sensing.
Lithium batteries are also regulated for transport. As of the rules in force for 2026, lithium-ion cells and batteries shipped by air and sea are dangerous goods, and most finished e-bike packs must be shipped as UN3480 or UN3481 with the appropriate state of charge limit and documentation. Many carriers will not accept them purely as cargo, and the ones that do charge significantly more. Build this into your landed cost, because it is often the item that turns a good margin into a bad one.
Motor, controller and the parts that wear
The two motor families are hub and mid-drive. Hub motors are cheaper and simpler, mid-drive motors are better for hills and heavier riders but cost two to three times more. Within hub motors, ask about the winding and whether the rated power is continuous or peak, because marketing numbers usually quote peak. A motor advertised at 1000 watts is often 500 watts continuous.
Then there is everything that actually breaks: brakes, tires, and the folding mechanism on scooters. Ask for the brake type, ideally disc, and for the tire size and tube quality. On scooters, the stem joint is the number one failure point and the number one source of injury claims. Ask for the fatigue test data on the stem and the folding latch, and get a sample to abuse yourself before committing.
Certification and market access
- UL 2849 for e-bike electrical systems in the US. This is becoming a de facto requirement for retail placement and an increasing number of jurisdictions make it law.
- EN 15194 for e-bikes in Europe, plus CE marking and the machinery and EMC directives.
- UL 2272 for the electrical system of scooters and self-balancing devices in the US.
- Regulation (EU) 2023/1542 on batteries, which imposes recycling, carbon footprint and, in time, battery passport obligations for packs placed on the EU market.
- Local city rules, which in some cases ban specific vehicle types from public roads entirely.
Certification for these products is expensive and slow, often several thousand dollars and a few months. Plan that into your timeline and confirm which side of the deal pays for it. Some factories hold existing certificates you can leverage; if they do, ask to see them and check the certificate holder and the exact model covered.
The practical first step
Do not order a container of a model you have not personally ridden and torn down. Order two or three samples, ride them, disassemble the battery pack, look at the cells and the BMS, and confirm the speed and power limits match your target market. Have a third-party inspection done on the sample if you are not confident in the teardown. Then place a first order small enough to survive a mistake, because in this category the mistakes are expensive and frequently regulatory rather than mechanical.
